General Jacob Hurd Smith (c. 1903)

"Hell-Roaring Smith," a native of Scioto County, became the focus of a national controversy when he was court-martialed for his role in ordering atrocities during the Samar Campaign of 1902, during which US armed forces retaliated for the massacre of fifty-four Americans at Balangiga in the Philippines.
